A while back, the top lid of our green garbage bin was cracked and broken by the garbage truck. How do I go about getting a new green garbage bin?

Hi - I please need a new recycling bin (blue bin) as possibly the recycling service took our old one the other week.

Neighbor leaves trash bin in the street and NEVER moves it to his property unless it snows. He leaves it in front of his neighbors house. I posted about this months ago and nothing has been resolved. I'm sick of looking at it every time I drive to my house.
